欧盟备受争议的人员自由迁徙原则脱胎于1957年比德法意卢荷六国签订的共同市场条约,主要是为了配合商品、服务和资本的自由流动;目前此原则已经适用于欧盟28个成员国内。但受制于语言障碍和各国学历和资格的互不认可,欧盟间的劳工流动率仍远低于美国各州之间。人员迁徙自由的好处在于可以通过侨汇提振国民收入,在金融危机时稳定宏观经济——这对于无法借助货币政策进行调控的欧元区国家尤其重要。但年轻人才的大量流失给人才输出国带来的伤害也是最大的:经济持续乏力,生育率不断下行,社保基金无以为继。虽然如此,受益匪浅的富裕国家却并不感激年轻移民的输血,反而对本国民众工作被抢而大为光火。例如,德国和荷兰等国的政客担心,外国人只是为了占福利之便才背井离乡。
